भारत में cyber crime के मामलों में लगातार बढ़ोतरी सामने आ रही है। National Crime Records Bureau (NCRB) की Crime in India 2024 रिपोर्ट के अनुसार, वर्ष 2024 में देशभर में cyber crime के 1,01,928 मामले दर्ज किए गए।
वर्ष 2023 में यह संख्या 86,420 थी।
यानी एक साल में registered cyber crime cases में लगभग 17.9 प्रतिशत की बढ़ोतरी दर्ज हुई है।
हालांकि, दिल्ली की तस्वीर राष्ट्रीय trend से कुछ अलग दिखाई देती है। NCRB के State/UT-wise आंकड़ों के अनुसार, दिल्ली में वर्ष 2024 में 404 cyber crime cases दर्ज किए गए, जबकि 2023 में यह संख्या 407 थी।

NCRB Cyber Crime Data: 5 साल में तेजी से बढ़े मामले
NCRB के आंकड़ों के अनुसार देश में cyber crime के registered cases इस प्रकार रहे:
2020: 50,035 मामले
2021: 52,974 मामले
2022: 65,893 मामले
2023: 86,420 मामले
2024: 1,01,928 मामले
इन आंकड़ों से पता चलता है कि वर्ष 2020 से 2024 के बीच registered cyber crime cases लगभग दोगुने हो गए हैं।
2020 में जहां 50,035 मामले दर्ज हुए थे, वहीं 2024 में यह संख्या बढ़कर 1,01,928 हो गई।

दिल्ली में Cyber Crime: क्या कहते हैं 5 साल के आंकड़े?
NCRB के State/UT-wise data के अनुसार दिल्ली में:
2020: 168 मामले
2021: 356 मामले
2022: 685 मामले
2023: 407 मामले
2024: 404 मामले
इस तरह 2023 की तुलना में 2024 में दिल्ली में registered cyber crime cases की संख्या लगभग स्थिर रही और मामूली कमी दर्ज की गई।
हालांकि, यहां एक महत्वपूर्ण अंतर समझना जरूरी है।
NCRB के registered cyber crime cases और National Cyber Crime Reporting Portal (NCRP) पर प्राप्त cyber fraud complaints अलग-अलग datasets हैं। इसलिए NCRB में दर्ज मामलों की संख्या को सीधे cyber fraud complaints की कुल संख्या नहीं माना जाना चाहिए।
Cyber Crime में Fraud और Cheating के हजारों मामले
NCRB 2024 के crime head-wise आंकड़े cyber crime की प्रकृति को भी सामने रखते हैं।
वर्ष 2024 में देशभर में:
- Fraud – 29,758 मामले
- Cheating – 19,296 मामले
- Data Theft – 88 मामले
- Forgery – 702 मामले
- Fake Profile – 266 मामले
- Cyber Blackmailing/Threatening – 601 मामले
- Fake News on Social Media – 483 मामले
इसके अलावा विभिन्न अन्य cyber offences के मामले भी दर्ज किए गए।
ये आंकड़े बताते हैं कि cyber crime अब केवल hacking या unauthorized access तक सीमित विषय नहीं है। Fraud, cheating, blackmailing, fake profiles और social media से जुड़े offences भी cyber crime landscape का हिस्सा हैं।

Cyber Financial Fraud: ₹55,050 करोड़ से ज्यादा की रकम complaints में reported
Ministry of Home Affairs ने Lok Sabha में दिए अपने जवाब में National Cyber Crime Reporting Portal और Citizen Financial Cyber Fraud Reporting and Management System से जुड़े महत्वपूर्ण आंकड़े भी जारी किए हैं।
सरकारी जानकारी के अनुसार, वर्ष 2021 से 2025 के दौरान National Cyber Crime Reporting Portal पर:
- 65.89 लाख से अधिक financial fraud complaints प्राप्त हुईं;
- इन complaints में ₹55,050 करोड़ से अधिक की रकम reported हुई;
- ₹8,189 करोड़ से अधिक की रकम lien-marked की गई; और
- 1,95,760 से अधिक FIRs दर्ज हुईं।
ये figures NCRB के registered cyber crime cases से अलग operational complaint data को दर्शाते हैं।
30 जून 2026 तक ₹11,158 करोड़ से अधिक की रकम बचाई गई
Ministry of Home Affairs के अनुसार, Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS) के माध्यम से 30 जून 2026 तक 32.80 लाख से अधिक complaints में ₹11,158 करोड़ से अधिक की रकम बचाई गई।
यह system cyber financial fraud की तत्काल reporting और fraudsters द्वारा रकम siphon off किए जाने से रोकने के उद्देश्य से शुरू किया गया है।

Cyber Fraud होने पर क्या करें?
Cyber financial fraud के मामलों में समय पर reporting बेहद महत्वपूर्ण हो सकती है।
यदि किसी व्यक्ति के साथ online financial fraud होता है, तो वह:
1930 Cyber Crime Helpline पर तुरंत संपर्क कर सकता है।
इसके अलावा शिकायत National Cyber Crime Reporting Portal – cybercrime.gov.in पर दर्ज की जा सकती है।
Portal पर financial fraud के अलावा women/children related cyber crime और other cyber crime की reporting की सुविधा भी उपलब्ध है।
Government ने Cyber Crime से निपटने के लिए क्या कदम उठाए?
Ministry of Home Affairs ने cyber crime से निपटने के लिए Indian Cyber Crime Coordination Centre (I4C) को स्थापित किया है।
इसके तहत विभिन्न technological और coordination mechanisms विकसित किए गए हैं।
इनमें Samanvaya Platform भी शामिल है, जो law enforcement agencies के लिए cyber crime data sharing, analytics और interstate linkages को समझने में सहायता करता है।
इसके अंतर्गत विकसित Pratibimb module cyber criminals और crime infrastructure की locations को map करने में law enforcement agencies की सहायता करता है।
सरकार के अनुसार, इस mechanism के माध्यम से 29,837 से अधिक accused की गिरफ्तारी और 2,33,593 से अधिक cyber investigation assistance requests से संबंधित सहायता दर्ज की गई है।
दिल्ली के 404 मामलों को कैसे समझें?
पहली नजर में दिल्ली में 2024 के 404 registered cyber crime cases का आंकड़ा national figures की तुलना में कम दिखाई दे सकता है।
लेकिन केवल NCRB registered cases के आधार पर किसी शहर में cyber fraud की वास्तविक व्यापकता का निष्कर्ष निकालना उचित नहीं होगा।
Cyber crime से जुड़े अलग-अलग सरकारी systems में complaints, FIRs और registered cases अलग-अलग stages और datasets को represent कर सकते हैं।
इसीलिए NCRB registered cases, NCRP complaints और financial fraud complaints को एक ही आंकड़ा मानकर तुलना नहीं करनी चाहिए।
यह distinction crime data की सही reporting के लिए बेहद महत्वपूर्ण है।
CrimeInDelhi Analysis
NCRB के आंकड़ों में सबसे महत्वपूर्ण trend national level पर दिखाई देता है।
वर्ष 2020 में देश में 50,035 cyber crime cases दर्ज हुए थे। वर्ष 2024 में यह संख्या बढ़कर 1,01,928 हो गई।
यानी केवल चार वर्षों में registered cyber crime cases लगभग दोगुने हो गए।
इसके साथ ही financial cyber fraud complaints में reported amount का ₹55,050 करोड़ से अधिक होना यह दिखाता है कि cyber crime अब केवल digital security का मुद्दा नहीं, बल्कि नागरिकों की financial security से जुड़ी बड़ी चुनौती भी बन चुका है।
दिल्ली में NCRB-registered cases 2023 के 407 से मामूली घटकर 2024 में 404 रहे, लेकिन इस आंकड़े को NCRP complaints या financial fraud complaints के साथ मिलाकर नहीं देखा जाना चाहिए।
Cyber crime के खिलाफ सबसे महत्वपूर्ण कदमों में awareness और immediate reporting शामिल हैं।
यदि financial cyber fraud होता है, तो जितनी जल्दी संभव हो 1930 पर report करना और National Cyber Crime Reporting Portal पर complaint दर्ज करना महत्वपूर्ण है।

NCRB के “registered cyber crime cases”, National Cyber Crime Reporting Portal पर प्राप्त “complaints” और financial cyber fraud complaints अलग-अलग statistical categories हैं। इसलिए इन आंकड़ों की आपस में सीधी तुलना नहीं की जानी चाहिए।
